"I remember thinking, very clearly, that this wouldn't've happened if Clinton were in office. For all his failings, he was a stronger president, and seems to have had a firm grasp on a number of dangerous situations that Bush has been unable to handle. I wonder if things that went ignored by the Bush Administration, the Clinton Administration would have paid attention to. I don't know, and I'll never know, and neither will anyone else -- but my guts believe it."
