"Social programs also took a hit, with cuts to benefits for the poor and elderly including the elimination of funding for dental and vision plans. Poor patients who go to an emergency room will have to pay $15 each visit." I guess the poor and helpless are fair game. Social Darwinism on the Left Coast. Sigh
