"Democratic front-runner Howard Dean, after months of campaigning on his opposition to the US invasion of Iraq, yesterday unveiled the broad outline of his overall approach to foreign policy. He argued that fighting terrorism and finding weapons of mass destruction should be the first priority of an international coalition and that military intervention should only be a last resort."
