"SACRAMENTO - Gov. Arnold Schwarzenegger proposed Friday to eliminate the California Power Authority, a remnant from the California energy crisis that administration officials said never lived up to its potential.

"The authority, formally called the California Consumer Power and Conservation Financing Authority, was given up to $4 billion in bonding authority to build, buy or lease power plants, or help private companies finance the construction, as a way to increase the state's electricity supply.

"But Schwarzenegger's administration said the commission has not been able to support itself financially and performs functions similar to other state and private entities."

Does this mean that only things that can support themselves, no matter how effective and unbiased, will no longer be funded in California? Like schools and roads and emergency services and God knows what else? Still glad you booted Davis, insane California voters?

"The authority was sponsored by Democratic Treasurer Phil Angelides, a sharp critic of Schwarzenegger's borrowing plans, and chaired by former Los Angeles Department of Water and Power chief S. David Freeman, who led Gov. Gray Davis' negotiations for many of the state's long-term energy contracts that critics said locked in high electricity prices. Schwarzenegger's budget, presented Friday, proposes to phase out the authority by September.

"The budget also does not extend $35 million in grants to encourage development of zero emission vehicles and discourage use of high-polluting diesel engines.

"In its first four years, the diesel program replaced about 5,000 dirty engines, including about 2,000 trucks or ships and 3,000 farm generators or tractors with cleaner engines running on electricity, natural gas or more efficient diesel. The program was funded each of the last two years with $25 million in bond money, though the Air Resources Board had no engine conversion figures available for those recent years.

"The zero emission vehicle program spent nearly $7 million on 1,200 low-polluting cars, while a separate program allocated $13 million to encourage commercial vehicle fleets to use low emission vehicles."

And this program gets the ax. Yeah.

"Tamminen estimated that by putting much of this year's budget on a compact disk instead of paper, Schwarzenegger saved 27,000 pounds of paper, 250,000 gallons of wastewater, 35 tons of air pollution, 475 million BTUs of energy, and $100,000 in cash."

Oh, well, this I applaud.
